File attach button in the comments is missing

I started the new hub and was surprised to find that in new channels (created on the new hub) the file attach button is not present in the comment form, it is present only in the create new post form.
At the same time, in the channel imported from my old hub to the new one, the file attach button is present in the comment form.

Hubzilla version: 9.2.1

File attach button in the comments is missing in some cases to not become in conflict with the file permissions system

also the setting
"Enable OCAP access Grant limited posts the right to access linked private media"

/settings/privacy

will help to make shared files also on AP account accessible

If you want to have an image in a comment, I suggest a different workflow:

Open up a second browser tab for your Hubzilla channel.
Open the Photos app in the second tab.
Upload the image that you want to have in a comment to an appropriate folder.
Navigate to your channel in the second tab.
Insert the image that you've just uploaded into a new post which you won't send.
(Optionally, but recommended:) Edit the image embedding post which Hubzilla has just generated to add an alt-text.
Copy or cut the image embedding code out of the the post draft.
Switch back to the first tab in which you want to write a comment.
Paste the image embedding code into the comment editor.

conflict with the file permissions system

It's strange, but imported ftom old hub channel has file attach button in the comment form. The same instance, the same user.

@Michael [Кошак] Skolsky (R1BLH) not sure maybe it is also a bug in the DEV branch... all icons get replaced by bootstrap icons right now and maybe the new icon does not load for some reason.. but as said in some situations the upload option is not given by purpose

I tried both branches (dev and master) but the situation is the same. Regarding dev branch icons -- at zotum.net file attach in comments works on dev branch (icon is present).

Oops. I do not believe in magic, but it was fixed. Now I can attach files here! This is another PC (running Linux). It looks like a browser cache problem on my home PC (Win11).

What does this OCAP function actually do? Web search gives me just unrelated results.

@morph AFAIK, it overrides the access permission settings of images embedded in non-public posts and replaces them with those of the post itself. This is to prevent images from not being visible to the audience of the post if they normally wouldn't be allowed to see the images.

if the function is enabled an extra token for just particular non-public posts is generated and linked so that files like images are accessible
